International cooperation.. what about our mechanical friends?

Before a big movement into space for the benefit of our entire race is really possible, we need to pool our resources and ideas so we know what we are going to do and can do it well. Any large human movement into space would require a joint effort from as many Earth nations as possible. But using robots on the battlefield either causes more war or increase the tension on international relations some other way, and if nations feel threatened and we attempt to move into space apart, in this environment with tension already rising due to new technology, there will just be an even bigger arms race, increasing tension even more and inhibiting any ability to work together. Is there a way to use robots so that we don't hurt our ability to work together? Is there a way to sue them that can increase this ability? Is there anything else that we could do? How does the use of robots directly in space affect these problems and solutions?
