Terrorism- How do you fight the very technology you designed to be unstoppable?
Leaks are going to happen, and inevitably, somehow, terrorists and our enemies are going to acquire the very technology that we develop and use against them. Most likely, they will also be able to modify it and even improve it slightly. So what can we do to limit the damage that can be done by enemies using our own technology against us? A simple way is to always keep our defensive technology a level above our offensive, but that only gets us so far. What other precautions can we take?

In my opinion, this isn't as relevant to terrorism as you might think. The whole point of terrorism isn't to kill soldiers; rather, it is to kill people in general. Look at September 11: 19 men armed with nothing more than box cutters and plane tickets have 1) Entered America into a war 2) Exacerbated an economic recession in 2001 3) Destroyed in entire office complex of several buildings (buildings adjacent to the twin towers were also destroyed in the ensuing fires) 4) Obviously most notably, killed over 3,000 people directly, and also indirectly caused the deaths of thousands more. All that this goes to show is that terrorism doesn't require technology to have the impacts that terrorists want it to have. Secondly, terrorists don't care about typical things like dying in combat the same way that non-Terrorists do. Rather, it is honorable to die in combat or a suicide bomber. Suicide bombers are praised by their groups, and the perpetrators of 9/11 no doubt became heroes for members of al-Qaeda. So what this means is terrorists wouldn't benefit from robotic technology to the extent that you might think. Obviously, they are going to use it, and it is impossible from preventing them from doing so, but I think this question misses the point. No matter what we do, we cannot ever 100% protect ourselves against terrorism while terrorism exists. The only way to fully stop terrorists from using robots is not to try and prevent them from getting technology; it is only to stop terrorism itself.
